Wilkins was a inmate of the Double-Max area of Butcher Bay Correctional Facility. He asks you to find out if Jagger Valance is still alive in the mines. Wilkins is located in the courtyard. Wilkins gave Gulag pointers on how to kill a prisoner: burn the smoke's filter and shape it into a needle, then jam the needle into the victim's neck. Gulag was thankful of the info.
