Steele was an inmate in Butcher Bay Correctional Facility Double-Max area. Steele wanted to work in the mines and meet Jagger Valance, but he could get past the Blueskins that controlled most of the double max area. He was most noticeable due to his headband that said: "T.G.U La Circo Gringo".
