Abe Cozart was an inmate in Butcher Bay Correctional Facility Single-Max facility. He and his brother, Victor Cozart, were known as Torture Twins, for their obvious love for torture. They managed to get Frances into their cell, while they were on a week long lockdown. Abe scolded Victor for torturing too much since Frances passed out, and they couldn't get any new playthings. He wanted to burn Frances when he regains consciousness.
